From Reporting to Decision-Grade Information: The Next Phase of NSRF

Malaysia’s first NSRF reporting cycle demonstrates meaningful progress: governance structures are in place, boards are engaging, scenario analysis is emerging and emissions inventories are being built. Yet CGM’s analysis finds that the machinery of reporting is developing faster than decision-grade information.

The critical gap is connectivity. Companies can increasingly identify climate risks, but disclosures often do not show what those risks mean for financial performance, capital allocation and resilience. This is compounded by uncertainty around Malaysia’s carbon-pricing trajectory, sector pathways and other policy signals needed for corporate planning

For boards, the next step is to move beyond asking whether climate risks have been disclosed to understanding their financial consequences: exposure to carbon pricing, vulnerable assets, insurability and the capital required to build resilience.
The next phase of NSRF must therefore turn better disclosure into better governance, capital allocation and corporate decision-making.
